I have also watched the town grow and prosper.what I and others in our community don’t see is a senior center or a community center. The closest ones to go to are in awahtukee. With the growth continuing in our city it would be a wonderful addition. Please consider it,and remember it will also keep our spending here instead of having to give to other cities.

I am a property home owner in the Laveen community.  I strongly SUPPORT the building Project for Cottonfields Plaza rezoning for 11.15 acres at 59th Avenue and Baseline road, case # Z-14-16.

There are several points for this construction to continue as related to the positive affect towards ALL RESIDENTS in the Laveen Village Community.

(1)The Desert driving range on the Baseline street front at 59th Avenue has been an unpleasant to view, an actual eyesore during the past six years I have had to commute passed the unappealing landscape of the golf driving range, back and forth multiple times daily, taking kids to school, grocery errands, business errands…etc.

With the addition of Cottonfields Plaza the area will be transformed from a desolate view to beautiful, pleasant and inviting landscape and will appease the sight of anyone with satisfaction who sees it, as it will be like a small village itself adhering to the development standards in keeping the architecture look as like a small time courtyard with inviting walking paths.

The CrossWalk Ministry was open to land purchase actively seeking to construct  the NEEDED building for the church and was invited to make a purchase agreement for the property requested for rezoning at 59th Avenue and Baseline in the Laveen Village Community where this ministry has been serving through a lease at Cesar Chavez High school Auditorium.  The decision to accept a purchasing agreement was made before a decision was finalized concerning the South Mountain Corridor connection.

(2)The decision has been finalized for the 22 mile freeway connection from the 202 interconnecting with Interstate 10, there is planned construction for three corner location where the South Mountain Freeway will cross Baseline Road.

Leaving the site of the unused desert driving range undeveloped will continue to be an unappealing parcel for those passing by it to view, seemingly out of place, uncandidly lacking the reflection of small town persona the Laveen Village wishes to be known for.  Neighboring the area requested tor rezoning IS STILL a golf course community with the added benefit of having a maintained green meadow like landscaping before entering the gated golf course community which is at NO COST to that resident community and they will be able to enjoy the plaza landscapes along with the rest of the  Laveen Village community residents.  The Golf Course residents will continue to have their mountain views, and the view of the golf course.

The only modification is to the unused, unsightly driving range.

The CrossWalk Ministry has and will continue to support a strong sense of family values and community bonding to encourage strength in the community of the Laveen Village.  The project building plans were created and presented with the small town atmosphere that will make any travelers or resident commuters feel a welcome of personal strength and peace as the Cottonfields Plaza reflects a beautiful part of a great homestyle community.

(3)I am not emphasizing the golf community efforts in stating that it was assumed or intended use of the property in question to remain undeveloped, opposing a parcel being developed for the good of the Laveen Village Community?

The most important factor for approving the #Z-14-16 rezoning for the CrossWalk church and Cottonfields Plaza is a visual place of encouragement, support, and assurances.

As every resident knows who has been a part of this community, there have been instances of violence, also in the surrounding areas.  If the focus is just on Laveen, over the years, at least the 6 that I have been resident here in Laveen, there have been bomb threats at Betty H. Fairfax, shootings at Basketball game, group fights, bullying, drugs, porn, identity crises, fear, death and near death from knives at school and guns at school, teacher’s threatened and even hospitalized from a student beating a teacher in the classroom severely, a reveered veteran police officer’s death involving teen shootings where the teen shooter also died and this is just the one school affected and there are many in this area that needs the support.  I am not stating that building the plaza will make all of these actions go away.

I am stating that elementary students and Teens from school who feel overwhelmed, confused in choice to fight or die,  social problems, home problems and anyone in this community of Laveen Village or someone passing by who requires guidance, support, will have a place to confide in for help.  This is a visible call to any who are troubled to come to find help, a beacon of promise to remind those who feel like death is the only resolution will find hope in knowing there is a place to come that is non-judging to help sort out what makes a person broken so options to heal can be given.

The CrossWalk Ministry has supported the Laveen Village Community residents  and will continue to support the Laveen Village Community to provide needed supplies to schools and residents through drives for food and uniforms/school supplies, teaching facility of high moral standards, a place to retreat to during fears and sufferings finding direction and relief through the experienced administrators.

I believe that it is more than a piece of land the golf course community administration wishes to keep for themselves; It is a piece of land that will be made to serve the entire Laveen Village community and all who wishes to walk the paths at the Cottonfields Plaza.

I appeal to each Council Member to support the rezoning of case #Z-14-16  for the Cottonfields Plaza as a positive addition  and continued service of CrossWalk Ministry to the Laveen Village Community.  My grateful appreciation for the time and consideration you give in deliberating what will benefit all the residents in the Laveen community.

Sincerely and Respectfully,
Mr. Daniel Loper
